ガーナ

ガーナ共和国駐日大使館(東京)は、アフリカにおける開発・ビジネス・投資機会に関してアジア太平洋地域でプロモーションを行ううえで、アフリカ開発銀行と連携できることを喜ばしく思います。

ガーナは、西アフリカ諸国経済共同体(ECOWAS)加盟国です。ECOWASは2億5000万人の人口を抱えるアフリカ西部の活気ある市場で構成される地域経済組織であり、1975年の発足以来、貿易に関する議定書の施行により域内貿易は大幅に拡大し、それとともに域内での経済勢力としてのガーナの地位も向上しました。アフリカ諸国が、彼らの国家元首・政府により1991年に設立合意に至ったアフリカ経済共同体(AEC)の実現に向けて前進する中で、ガーナの貿易へのアクセスは今後数年間で大きく伸びるものと期待されています。AECは2025年に発効する予定になっています。

ガーナはその豊かな資源、民主的な政体、活気溢れる経済によって、紛れもなくアフリカを主導する国の一つとなっています。平和的な政治体制の移行と、民主主義への確固たるコミットメントにより世界の信頼を得たことで、近年のガーナでは外国直接投資(FDI)の成長が加速しています。

ガーナには国際的に有名な企業の関心が集まっており、彼らは我が国経済のあらゆるセクターに投資しています。こうした企業がガーナに集まってくるのは、彼らが投資し、成長し、成功を収められるような、素晴らしい社会・政治・経済的環境がそこにあることが分かっているからです。

我が国は、豊かな天然資源に立脚し、物理的なインフラの改善に力を入れています。さらにガーナは、国内投資家・国際投資家双方にとっての投資環境を改善すべく、大胆な、しかし達成可能な改革プログラムに着手しております。ここ数年は、グローバルな景気後退のためにほとんどの国が良好な成長水準を見せていないという厳しい時期でありますが、そのなかでもガーナは、2011年には我が国史上に類を見ない7.8%という経済成長率を達成しています。

このような評価をいただけるだけでもありがたいことですが、上述のような継続的な改革の結果として投資・再投資がさらに増加しているのはいっそう喜ばしいことです。2012年、ガーナ投資促進センターは、56億3000万米ドル相当の投資を受け付けています。明らかに、ガーナを最も高く評価してくれているのは投資家コミュニティなのです。

ガーナには、農業・農産物加工への投資におけるしっかりとした伝統があります。急速に成長しているのは金融サービスと電気通信セクターで、世界各地の非常に多様な顧客に対して活気ある革新的なサービスを提供しています。この他、製造業、ICT、観光といったセクターにも投資機会があります。金、ダイヤモンドといった鉱物が豊かに埋蔵されており、石油も発見されたことで、ガーナの有名な「黒い星」はかつてないほど輝きを増しています。

立地に関するインセンティブ(税金還付)

b)農産物加工企業のうち、国内産の農産物原料を主な投入要素として用いるものについては、当初の免税期間5年間が終了した後、以下のとおり、その立地により法人税率を固定する。

– Accra-Tema   20%

– その他地域中心都市(北部・東北部・西北部の地域中心都市を除く)            10%

– 地域中心都市以外        0%

– 北部、東北部、西北部地域(中心都市その他すべての立地)            0%

 

免税措置

工業プラント、機械又は設備及びその部品は、HS Codes第82章、第84章、第85章及び第98章に基づく輸入関税を免除される。プラント、機械、設備、パーツについて1993年関税・物品税・予防的サービス管理法に基づくゼロ税率の適用を受けない企業は、プラント、機械若しくは設備、又はプラント、機械若しくは設備の部品に対する輸入関税及び関連の課徴金の免除を求める申請をセンターに提出することができる。

GHANA

The Embassy of the Republic of Ghana in Tokyo is glad to be associated with African Development Bank in its efforts to promoted development, business and investment opportunities in Africa within Asia and the Pacific region.

Ghana is a member of the Economic Community of West African States (ECOWAS), a regional economic organization comprising a thriving market of 250 million people in West Africa. Since its formation in 1975, implementation of the ECOWAS protocol on trade has greatly enhanced intra-regional trade as well as Ghana’s status as an economic force in the sub-region. Ghana’s trade access is expected to increase significantly in the coming years, especially as African nations move toward implementation of the African Economic Community (AEC), established by African heads of state and government in 1991.The AEC will take effect in 2025.

Ghana’s wealth of resources, democratic political system and dynamic economy, makes it undoubtedly one of Africa’s leading lights. Gaining the world’s confidence with a peaceful political transition and a grounded and firm commitment to democracy has helped in expediting Ghana’s growth in foreign direct investment (FDI) in recent years.

Ghana has attracted the attention of well-known international businesses, investing in all sectors of our economy. All these investors have come to Ghana because they know we have a wonderful conducive social, political and economic environment in which they can invest, grow and be successful.

Building on significant natural resources, our dear nation is committed to improving its physical infrastructure. Moreover, Ghana has recently embarked on an ambitious but achievable reform programme to improve the investment climate for both local and international investors. Also with the difficult times during the past few years where most countries did not show good growth levels due to the global economic downturn, Ghana had an economic growth rate of 7.8% in 2011, which is unprecedented in our history.

As happy as we are to receive such recognition, we are even happier to see increased investments and reinvestments in Ghana as a result of these ongoing reforms. In 2012, the Ghana Investment Promotion Centre registered over US $ 5.63 billion worth of investments. As is evident, Ghana’s highest recognition has come from the investor community.

Ghana has a solid tradition of investments in agriculture and agro-processing. The financial services and telecommunications sectors are fast gaining ground, providing dynamic and innovative services to the most diverse customers in the world. Further opportunities exist in manufacturing, ICT, and Tourism. Mineral deposits including gold and diamond abound, and with the discovery of oil, Ghana’s famous black star has never shone brighter.

– Outside Regional Capitals   0%
– Northern, Upper East and Upper West Regions (capitals and all other locations)  0%

 

Exemptions

Industrial plant, machinery or equipment and parts thereof are exempted from customs import duty under the HS Codes chapter 82, 84, 85 and 98. An enterprise whose plant, machinery or equipment and parts are not zero rated under the Customs, Excise and Preventive Service Management Act, 1993 may submit an application for exemption from import duties and related charges on the plant, machinery or equipment or parts of the plant, machinery or equipment to the Centre.
